My monitor is a Predator X27. My GPU is a GTX 1080 ti. Ive got a second monitor that’s an old 1080p Samsung which works fine. Ive tried updating everything. Nothing seems to help. I don’t know how to fix it at this point. I think it’s a GPU issue but that’s all I can think of. Ive also reset my BIOS 3 times with different configurations and that didn’t help

I fixed it by enabling CSM in bios boot settings but if there’s a better way let me know

possible on boot it is defaulting to use integrated graphics/ a different display
try changing that
using csm is definately not reccomended

This has happened lots to me on various machines. Sometimes the display isn’t updated fast enough. Have you tried disabling fast boot? Also, if you can still spam delete and get to the BIOS menus, I don’t really think it’s much of a problem

Sometime on some boards you need to remove the cmos and bridge two pins to reset it

it skips the splash screen and boots into windows

You will have to go into your BIOS and define those pauses. Otherwise anytime you want to boot into BIOS or do a boot override you will need to hold Left-shift down while clicking restart.
There is also supposed to be a command to restart into firmware but I've never gotten it to work.
