You can answer your own questions by using an overlay in-game, like RTSS which comes with Afterburner, to see what your CPU/GPU usage is like

That way you can see what’s the limiting factor

With 16GB in my gaming laptop, I idle around 35% but as soon as I open Spotify and Discord, it goes up to around 45%. What do you have open in that screenshot?

this is at idle on my laptop with 1 edge tab, Teams, OneNote and Discord open. but keep in mind that I have 32GB of RAM, so there will almost always be a slightly higher usage

I also got low fps in rust and I have a 1080ti and ryzen 5 5600. I moved the game to an ssd it only helped with stutter issues but not the fps and my ram(16gb) is always maxed for some reason with just rust and discord open. I dont know if this is just a rust issue or maybe its pc issue since none of my friends have the same issue despite having lower specs.
