Did you try to see if there is a new bios for your motherboard?
Also contact your motherboard manufacturer and explain it

I bought a new motherboard and a new psu to fix my issue but it hasnt. I went from Gigabyte B660 Gaming X DDR4 to MSI Z690 A Pro and Aerocool Aero 750W bronze to Corsair RM1000X 1000W Gold. I have spent close to $1000 Australian dollars trying to fix this issue. I updated the bios on both of the motherboards and even updated the gpu vbios. I updated the intel drivers, motherboard drivers, gpu drivers. I tried swapping out ram, putting my gpu in an i5 9600KF system and it worked (PCIE 3)
so the 3070 worked in a totally different system, but not in "your" system with a different board and power supply? And you switched the PSU cables the first time you plugged in the 3070?
I used my 750w psu in the i5 9600kf system because it only had 500w so i thought maybe my i5 13600kf and 3070 was too much for my bronze 750w psu
And i believe it worked in that system because it was PCIE 3
Try fully discharging your system and resetting your BIOS.
What is discharging my system and do i reset my bios via cmos? I tried reinstalling my bios via mflash and nothing will pop up. I used multiple usb drives, FAT32, MSI.ROM and the normal name
To discharge your system, flip the toggle switch on your power supply to OFF and hold down the system power button for 15 seconds.
Resetting your BIOS CMOS is going to vary from board to board. Typically it is a jumper. Refer to your system board manual for the correct procedure.

Zotac 3070 twin dual edge. I have sent it for a fix/return
Okay. It is possible you have a VBIOS issue, and without working graphics that can be difficult to fix.
