yes ive tried the new drivers and they diddnt work and my cpu is a i7 9700k
which shouldnt be bottlenecking it

Most likely could be the gpu but if you haven't already try old and new drivers.
Maybe install windows on another drive and see if performance is the same or not could be software related too.
i did have a drive failure a few days ago

If you replaced the drive and as long as nothing related to the gpu or game was on said drive it should be fine.
Reinstalling either or shouldn’t cause issues.
What resolution and graphics settings are you running it at?

still not working
ok. so for every game ive played, it usually maxes out at around 80 fps and has frame drops every other second. Also my FPS is not affected when i make the graphics better or worse.
