check to see if there is a bios update for the z690 board then

i would suspect task manager is just dumb
you can test if the system is actually using more then 16gb of ram, or you can check hwinfo and see the timings

if hwinfo is pulling timings checks on 4 slots, and showing temp readings, then its utilizing 4 slots

oh ok, so task manager is right, i assumed you had 4x8 since it was ddr4 speeds
kill the pc, remove power, let it sit for 10 mins, unplug 4 dimms, reseat them

oh odd, i used that and havnt had issues
Channels =/= number of DIMMs
There’s something weird going on but it doesn’t appear to be the CPU limiting the DIMMs
Also it looks like only slots 2 & 3 are properly populated?
Which would mean memory is running single channel only
two channels does NOT mean it can only use two ram modules
What happens if you run only 2 modules in slots 0 & 2?
Something weird going on with that ram though. I'd remove two modules and test them individually in pairs.

If you can validate that all 4 DIMMs are good by running them a pair at a time, I’d recommend trying to run all 4 with XMP off
See if they work properly w/ no overclock

Then try 2 of them in slots 0 & 2, then the same 2 in slots 1 & 3 then the other two in slots 0 & 2 then that same 2nd pair in slots 1 & 3

I'm not sure how they'll behave, but I kinda want to know why 32 + 32 is not 64 in this case.
But let's just start by checking that 32 is 32 first.

it's weird that cpu-z detects it at all, but windows thinks nope I'm not going to use that
