Fps drops but resources are not being fully used

Hello,
I've got a laptop and when I play the fps drop down to 2 or less. I don't know why but when i open task manager, the resources don't seem to be fully used (30 or 40% cpu and almost no gpu).
Can someone please help me.

even little games make big fps drops

i run it on low because of the fps drops but when there is a button to set it automaticly, it's always set to high

no matter what settings i put, there are always these big fps drops

it drops sometimes from 60 or 120fps to 3 or 7fps

gpu is not used in osu

and cpu is only at 50%

the ram is also at 50%
