this is commonly because one of your program is consuming high GPU in form of window

I use the clip setting thats probably what it is

but are you actively clipping? if not then that is unusual.

it always records my screen even if I dont play any games
but the desktop window manager is more of a problem
it doesnt make any sense for it to be using this much gpu

Windows also have its own preclipping
