try AHCI and boot

#

if not usually use AHCI since these old PCs are meant to work great on AHCI definations. IDE may be perky with GPT

Old bios so old there have been significant feature updates. get some older win7 or xp and get that bios to atleast win 10 level then update bios from win10

try installing GPT win 10 with AHCI for one last time. If not works probably bad drive or install win xp or win 7(no updates need or internet) and just make it to do bios update.

yes if your flash drive rated for 3.0 read speeds, there is also a USB 3.0 SS (SS- super speed)

Some computers will only boot from usb 2.0 so just use that will be slower but at least it works

As for the windows installation maybe try switching from legacy to uefi or the other way around and see if it boots

Usually that’s the issue with not booting issues on a clean install
