My brother's laptop has been doing this. I've done a clean install of windows already and it's still happening.

I can mash F2 to get into bios just fine

So it might be the ssd... You could replace that

But windows said it couldn't boot, needed recovery so that's why I'm trying

looked similar to my "Xiaoxin Air 13 Pro"
That computer was operating fine (gave to my grandmother) until it doesn't. When I pulled it back and disassembled the SSD is fine since I put it in enclosure and it worked and the computer doesnt work even if I put a known-good SSD in it. Turns out the main-board SSD-controller thingy have exploded
