I reckon something funny's going on with your temp sensors or HWinfo, CPU's do not get that hot without force shutting down and I wouldn't expect it to be at 120c at 2.7 watts for any length of time
hw info uses implemented sensors not their own
windows doesn't care about your temperature
its bios that shuts down which shuts down windows

after windows boots, the bios doesn't run anymore, it can't shutdown anything

it is true, the second the windows bootloader exits firmware services, firmware is totally inactive
your firmware is software, no one prevents windows from destroying it
and using that memory for itself
your CPU has this thing called ACPI inside of it which controls power management, it's not firmware, but actual logic on silicon

ACPI can tell the OS to shutdown or the CPU can just shutdown the system itself
