Cable is usually pretty difficult to change the IP, they usually bind it for about a week and stick it to the MAC address of the connected router (or the local router if it's a combo unit) so usually you have to call to get it changed
My IP rarely changes

Last time my IP changed was when I got a new modem
It really depends on ISP, most ISP in France have dynamic IPs with some exceptions, Orange does have fixed IPs (on xDSL lines, afaik fiber lines aren't concerned) but allows it to be changed by a simple click on a button in the client dashboard on their site.
But others ISP with dynamic IPs just change them on modem/router (most (if not all) ISPs give combo units in france) reboot.
Even a new modem, depending on the provider, should pass the same IP though it, unless it's a combo unit

eigrp delivered the loopback advertisement and then BGP would use that to find the path to peer

my guess is that eigrp being 90, the loopback advertisement got overridden by eBGP (20) and then the routing table got fucked, the routes dropped, and you start all over again
the peering relationships were stable

A vrf is where you can have the route on the device multiple times because they act like different routing boxes but exist on the same device

A WAN optimization device like that can block sites but you usually do that with more DNS specific stuff
since when my dad said that in his office if you search for anything unappropriate the page gets blocked
Think of it like this, it will make sure things perform optimally based on a set of conditions and some of that can be to stop certain site access but it's main purpose is to ensure critical applications get through and have enough bandwidth to talk to wherever they need to. It will also cache content locally so it doesn't need to leave the network and can save bandwidth that way as well
You can use DNS like OpenDNS or something to block a bunch of sites more efficiently though
also what piece of equipment connects your pc to the "guest network" if you are not in the list of autorized pc

your plugs are unsafe as f, you still use solid copper wire and i also dont like how they look like, i dont like the breaker panels you have (also you have to reset the breaker when it trips), you only have 110 v and other things
