Cable is usually pretty difficult to change the IP, they usually bind it for about a week and stick it to the MAC address of the connected router (or the local router if it's a combo unit) so usually you have to call to get it changed

It really depends on ISP, most ISP in France have dynamic IPs with some exceptions, Orange does have fixed IPs (on xDSL lines, afaik fiber lines aren't concerned) but allows it to be changed by a simple click on a button in the client dashboard on their site.
But others ISP with dynamic IPs just change them on modem/router (most (if not all) ISPs give combo units in france) reboot.

Think of it like this, it will make sure things perform optimally based on a set of conditions and some of that can be to stop certain site access but it's main purpose is to ensure critical applications get through and have enough bandwidth to talk to wherever they need to.
