Most EUV machines these days are both massive compared to older ones, have many issues due to their complexity, and of course have loads of teething issues with yields if you're not TSMC, who managed to at least get on it and refined it as much as possible. Most other semiconductor vendors are just not there when it comes to viability, even if they've already figured things out (Intel for instance) if we want bleeding edge reliably... Well, in the case you're someone like Broadcom or such who does any super massive in terms of chip die area.

Of course it's not responsible really for the losses. It's the same issue as with finding actually reliable bluray burners. They don't quite exist because the precision is so tight, a manufacturer would be designing a product with tighter tolerances than the tech that came before and for something made at cost, doing both is not a thing.
So yeah, the nature of the process is the catch they're running up against that's driving most of the complexity, especially when they're chasing the bleeding edge.
