If I had a 240fps limit and got 60fps multiplied by 4, that's a 16ms latency with 60fps, perceived to be multiplied by 4 up to 64 ms
On the other hand, if I had no cap, and got 300fps consistently, which is 75fps base (13.3ms), that would multiply to 4 to get ~53.2ms
In the end, assuming screen tear isn't a huge issue, it is technically better to let frame gen exceed your refresh rate since that should have less latency in all metrics it can be measured

In a majority of games where flicking isn't common (any game you would use it in), that 50ms is still going to feel pretty much instant with average reaction time
