FPS is (typically) the single biggest impediment to input latency, as you can't get faster latency than your monitor's frame refresh is.

60FPS = 16.67 ms frametime
120FPS = 8.33 ms frametime
240FPS = 4.16 ms frametime

this is where the biggest changes come into play

of course, past a certain point, human response time is going to be the limiting factor.
and no amount of "optimizing your PC" is going to fix your human reflexes
