The point is that the 3D cache is not pooled - its bound to one CCD or the other. Any workload that spans more than 8 cores, even with dual 3D CCDs, is going to suffer in performance due to latency between the CCDs. It's not like you'd be gaming on 8 cores on CCD0 and then running some sort of memory-intensive database on the other CCD at the same time. So really, the 9950X3D makes almost zero sense.
