It hasn't thermal throttled, only limited based voltage currently according to GPU-Z. This isn't out of the ordinary.

Temperatures depend on the GPU. 3090 TI is a high end GPU. You wouldn't be able to set the temp limit to 90C if the GPU couldn't handle it. Keeping it cooler is ideal, but again, that is under heavy load, with an XOC BIOS overclock in a warmer room. As far the the hot spot goes, that's why it's called hotspot. Unless it's ridiculously hotter than the GPU itself than it is fine. ~12c difference between GPU itself and the hot spot it normal on 3090 TIs.
