If it uses off the shelf components, then the cooler being crappy is almost down to the buyer as it’s usually clearly signposted as to what the cooler is and what it looks like (though obviously not all buyers have the capacity to decide that, so if the cooler is genuinely not enough for the cpu that is the sellers fault)

If it’s from say, dell, hp or whatever, then yeah that statement is generally true
