I did that it just keeps trying to download to my c drive, is nvidia control panel, Logitech hub, razer synapse,etc. it won’t let me choose a different location just force tries c drive when there’s no room

1, you really need to solve that room problem first. no space to even download a small file is a big problem

Lots of programs must be installed on your system drive due to how they integrate with Windows. If the installer does not let you choose the location, contact the developers asking them to release an updated installer that does.

Honestly I made the partition too small and now I can’t change it, is there a way to erase everything and start fresh? So when I make the initial partition I can make it more than 60gbs

sure. boot to the Windows install USB, juke all partitions on that drive and then install again

there may be a way to expand it if you have free space after the system partition. or with 3rd party tools
