there is no chipset in play. Memory controller is on the CPU, but what comes into play is the BIOS settings and compatibility tuning the manufacturer makes in the BIOS. Which for such old board, not much was done after initial 1-2 years. DDR4-3200 should work tho, maybe he needs to increase the SOC Voltage a bit, but that is as far as one can play around these. Otherwise new motherboard would be my recommendation, or be satisfied with DDR4-3000 or lower

no it doesn't. Not since Socket 775. It is all CPU since then, board BIOS only helps/makes it worse depending on how are the memory traces on the board, how much tuning the BIOS gives to base timings from the memory SPD/XMP and so on. The X370 board designs weren't really good for higher memory clocks, except the ASUS X370 PRIME PRO board, that one had a different topology

Typically the cpu fan/cooler you'd want seperate to the appropriate cpu out/in and then exhaust in the back on most cases dont go that far w/o an extension so 3 headers are usually occupied

my 160mm fans require a MUCH lower duty cycle than my 120’s

Yes, my 180 and 140mm fans are getting the same PWM signal resulting in slightly different RPM but it doesn't matter in the end, i can't hear either of them

600-1200rpm is the worthwhile rpm range on most 120 or 140 fans, just run a static speed in that range depending on your room's noise floor

All 8 fans. 6x140's (two of which are on the CPU cooler) and 2x180's are getting the same static 40% PWM signal and I can't hear anyof them.
