There, in person, able to touch and look, it should take only a few moments to work this out. From pictures, thats about all we can do.

slowly, yes. You're doing a power test which is hammering your CPU and GPU at the same time. Thats a lot of heat and if your cooling setup (not just the CPU) can't keep up with the heat generation, it'll continue to climb then eventually level off

Assuming you're talking about a GPU, you get the latest from AMDbecause you bought an AMD GPU. We don't know what you're getting from anywhere else, or how old it is.

And you don't need GPU Tweak with AMD cards, all the tweaking can be done in Adrenaline.
