I would STRONGLY not recommend this. If you're providing the internet as a "free" inclusion (that you've baked into the rent price), this looks great on paper... until that one tenant decides to perform illegal activities on the connection that YOU will be liable for because it's in YOUR name...
If you still want to "include" internet in the rent, the only thing I'd maybe do is install a few WiFi Access Points in common areas that are connected back to an internet connection you control so you can offer "free speed-limited WiFi" to your tenants. If they need more speed or wired connections, they can still sign up for a dedicated residential ISP account / plan for their rental unit.

The ISP won't care about any clauses you impose downstream - as far as the ISP is concerned, YOU are the LEGAL account holder and thus are responsible for following their ToS. (Which coincidentally might actually prohibit you from providing shared WiFi based access in the first place, too.)

Impossible to say without knowing what the ISP is supposed to be providing, the distance from your AP's, the client device, firewall rules, and how heavily loaded / used the network currently is.

Here's the more "annoying' part of the R5 5500: If you're using a budget GPU that runs on PCI-E 4.0x4 (or maybe even x8), you'll actually be running those at PCI-E 3.0x4 or x8, so you'd literally be cutting the bandwidth in half since PCI-E4x4 is equivalent to PCI-E 3x8, and Gen4x8 = Gen3x16.
the 5500 has half the cache which regresses to basically zen 2 perf

A 12400F is only like $30 more and is better in every way. Also LGA 1700 is (arguably) less dead than AM4 since with the right board you can get a 14700K or 14900K, which outperforms everything on AM4.

And probably some other smaller stuff like webserver and what not I want to lab with. Instead of going the i5 12400, I looked at amd ryzen 5 7600 and it ended up being similar pricing (and newer playform) would the be a dumb move for my application
Hello guys, I recently upgraded from a 1660 super to a RTX 5060 ti (16gb version), I can say I saw a pretty good leap in performance, but I feel it too little, maybe I don’t have any optimisation? Since I am also considering to go to 1440p, any settings recommendations will be noted.

Sleep mode is a setting you can configure in AMP's management panel. MC Servers go to "sleep" after X minutes when nobody's logged onto the server by default to save on resource usage, but you should be able to disable that.

C4-5 as a monitor is great, however if you plan to mostly do movie watching with HDR content I would recommend S90D
my pc montor is only 60hrtz. so this would be the first display I own that can handle anything more. ( not counting things like my phone)

S90D panels vary by size not by region iirc, also it handles lower bitrate content ok
but I don't deal with a lot of lower bitrate stuff, all my home media is pretty high quality
