On ryzen 7000 and 9000, seeing high Temps is not a problem. It's by design.

The important thing to check:

Make sure your boost clock is boosting appropriately for your cpu's rated speeds.

If yes, you're fine.

They both list:
Base clock
Turbo/Boost clock

To look at cpu numbers, use HWInfo64

That'll tell you clock speeds and everything you need to know about what your chip is doing

it says 9800x3d base is 4.7 and the boost clock is 5.2
