I'm not actually sure if it's a bandwidth issue or display driver capability,

But using the 4k240/1080p480 as an example

The panel is physically capable of 480hz refresh, however due to display driver or connection bandwidth, it cannot push full 4k at 480hz
So it has a firmware setting that enables quad pixel binning to push higher refresh

Basically, the display itself changes modes into 1080p (4->1 pixels, so perfect scaling) and is able to push higher refresh
