my old 3080 had a 12V short to ground a year ago (where one power connector would allow pc to boot - no display, but with both power connectors in pc wouldn't even show life with power button , did click the first time)

Brought a 6900xt and booted perfectly but ever since I brought the card I've been getting terrible frame pacing / vertical tearing and with moving slowly or looking around slowly its fine but as soon as i start moving the camera fast it freaks out (Gync + fps cap help but not 100%)

I've noticed lowering Vccsa and lower Ghz on e cores help heaps same with lowering ring/cache ratio so I'm leaning towards a voltage regulation problem

I noticed today that my VR vin is under the recommended by a fair bit (12v,5v and 3v are within spec)

would this be the cause of all the issues? i enjoy overclocking and stuff but have never really looked into power supply stuff

Even so, I still keep an eye out for decent modern GPUs. For instance, the PNY 4070/Ti caught my eye recently—it basically takes that robust Quadro-style design and slaps it onto a GeForce card (Heavy but reliable).

But I really struggle with how badly nerfed the GeForce render pipeline is. Nvidia completely guts it just to squeeze out more gaming FPS (though to be fair, they never really cared about optimizing GeForce for pro rendering). I was originally planning to hunt down an RTX Pro 4000 or 4500 Ada, but thanks to the insane price gouging, that's completely out of reach now.

For sure. Modern GPUs rarely specialize anymore. Look back at the old Quadro or FirePro days—they had granular, dedicated features like physical multi-display sync (Frame Lock), hardware virtualization, and specific edge decoding pipelines.

But ever since the Pascal (Nvidia) and GCN 4.0 (AMD) era, everything just got aggressively homogenized into raw compute. Plus, with universal real-time engines (Unreal/Unity) and insanely optimized free/open-source tools (like DaVinci Resolve or Blender) taking over the industry, the software evolution basically forced the hardware strategy to change. Now, raw gaming performance is usually 'good enough' for most workflows.
