Yes, nothing might break, but usually that's not the case. A lot of stuff breaks. When you do not pause updates properly, an update will keep on trying to install and fail. Or when people are getting new features like "Xbox mode", they will then wonder why they are not getting it. They'll then try to update their system. And that will cause a lot of problems.

It's better to use something like the IOT LTSC version if you really do not want to have anything else in the OS.
