a 4070 running 100 out of its usual 200w will have more of its perf cut than a 7800x3d doing 60 out of its usual 60-70w

It's a complicated situation but because of how it worked out the minimum investment for this would me a mini split which is at least 2k + yearly maintenance.

This issue doesn't exist without the PC running tho, and I assume the newer hardware is far more efficient at super low power vs the 3080, so I'm hoping to put a small investment into efficiency which will also pay for itself by a lower electric bill

My first guess would be temps, but those have been/look fine(never had an issue), second guess would be ram. But, i do have a 13th gen intel that had been RMA'd after it went bad(the mobo firmware issue) and firmware was updated while still on the dying cpu.

Different monitors have different decoding hardware. In general though... most should process the image similarly, so the LCD panel quality usually matters more than the decoding board.

TV's though... TV's on the other hand are all over the place. Tis why you get wildly different picture when comparing LG, Samsung, and Sony TV's with fresh out-of-box factory settings.

If it does not have Internet Recovery, then your only option is indeed to create a bootable OSX install USB, or locate some original OSX installation DVD's of an OSX version supported by that hardware.
