Some ISPs pay their techs by the piece / job, and not by the hour, so it's possible your coax lines were horrible years ago but the tech who installed services did not have time / get paid enough to do a proper drop cable replacement. It's high-split, but just not faster upload because they haven't gotten rid of all legacy equipment yet. Once every (usually old person) home is empty of legacy DOCSIS 2.0 stuff, they can reassign more frequencies to allow for more upload.

That's your PCH. Back in the day, motherboards had a southbridge and northbridge. In modern chips since like 2013, the southbridge was moved onto the CPU and the northbridge was left. Southbridge also draws FAR less power than the northbridge which meant rarely did it have a heatsink, which is the case here.
