Its a shitty prebuilt case that I crammed a motherboard not meant to fit in. I have near zero space between the motherboard headers and the bottom metal of the case.

When I did that or maybe before and I didn't notice the PSU fan spins and I now hear a very faint clicking noise. It happens regardless of the motherboard being shorted and as soon as I turn the power switch on the PSU it happens, shorting the motherboard pins (I think I have the right ones (its not broken into tiny breakout wires) does nothing.

Turns out it was just a loose connection. I pushed in the motherboard power cable the big 24 pin one and the weird PSU fan stops spinning when I flip the PSU switch.

I then plugged back in the power switch and it turns on. I wasn't shorting the power switch pins but the LED pins next to it oops.
