Depends on the situation!
The 4070 was a tough call back on launch because a $350 3080 had the same raw performance as a new $600 4070, but the retail 5070 absolutely mollywops the old 3080 and you can get it relatively easily now (in the US)

You can get a 3080 for $300-350 without too much searching vs. a new 4070 RTX 5070 being around $550-600 depending on model or random sales
Do you value the (on average) 15-20% performance gap, the efficiency, or the extra longevity offered by a GPU nearly 5 years newer
