Yes, I have it on my 13900K. Had it for well over a year. Performs better than paste in my opinion.

I had it with both an aircooler for about a year and on an AIO for over a year

There is a brief "burn in" period. If you intentionally or unintentionally do a handful of heat cycles with your CPU (heating it up and letting it cool) that's when it performs better.

At first it might perform slightly worse until it sets through the burn in period

However performance gets even better after the burn in period. There has been tests that show PTM7950 performs better throughout its lifespan, at least until a certain point where it likely plateaus.

Plus you don't have to worry about pump out. You can apply it one time and it will last until the end of life of your device.

I am not going back to thermal paste after this. I have applied PTM7950 to every device I own that didn't already have it.

(Except my GPU, but that's because I have never taken apart a GPU and it performs well enough. Someday I will apply it to that too)

Anyway you're getting close to the best you can get for that socket and that is a good price if you ask me. X to XT to X3D are kind of similar but have different strengths, and the difference between say 5800X3D vs 5700X3D isn't a major difference for gaming (which is what the 3D is suited for).
