Yes performance is on par with windows nowadays atleast on amd and id say its pretty good as a daily os if you are willing to put up with some quirks/qol stuff that a windows user doesnt even notice because windows just does it right

Far as that goes Atomic is just yet another way of handling the OS, it's more restrictive but is also more stable because it doesn't allow the user to install packages to the root of the operating system, needing sandboxed apps like "flatpak" or using other workarounds.
It also features an A/B partition system where you switch between the two on each OS update so in case something breaks you have another OS image to go back to as a backup.

Probably a lowend Haswell i3 or i5 (or even Pentium), seems like 4 memory modules (so at least 8GB RAM), some GPU (probably a 700 or 900 series based on the age) and Antec PSU). If you are willing to deal with eWaste if something doesn't work, sure, $50 ain't much to lose
