I found out that if you set your game to borderless hwinfo starts tripping when it comes to showing FPS and shows wrong numbers while riva on the other hand is totally fine

Ok, let me say it like this. No matter what components you have you will always have a bottleneck in your system. Some games use the gpu more than the cpu, or the other way around. Unless you combine parts from completely different price points or new parts with super old ones, you don't need to worry about bottlenecks

If you feel like the gpu you have now doesn't do its job well enough for your usecase, then get a better one. Otherwise keep the one you have. It is still a very capable card for most people

Cooling in the gpu bay was also a conundrum if you had the typical open-air card, due to the side vent being way to slim for getting heat out effectively and some fan configs were unoptimal for removing heat in the bay without choking the card.
