DLSS renders your game at a lower resolution, then upscales it using AI, and Ray Tracing is a form of rendering that renders lights as rays and calcualtes where they go(which is preformance intensive but looks nicer in games that support it)

The amount of vram you need entirely depends on what youre doing

more graphically intensive games tend to use more vram, and higher resolution will use more vram

generally speaking 1080p is usually fine on 8gb

but depending on what you play it may not be enough for 1080p, and it might be more than enough for 1440p

Vram wise you might need to start turning down settings more often with the 3080 even if the hardware is capable of running the settings. I'd just get a 9060 xt 16gb, new gpu, takes far less power too. Performance isn't far off.
