HDMI splitter just set it as 1:2 for a HDMI cable, then you plug the hdmis into the PCs, and the 1 into the monitor

It's usually built for swapping between consoles on the same monitor, but swapping between PCs is fine asw

PSU PCIe cables typically have multiple (2) output 6+2 (8) connectors on them. If you have 2x CABLES from the PSU, that means you probably have 4x total connectors available and you're fine, just plug them all in.

What we're trying to have to clarify is if you have two fully seperate cables from the PSU or just one.
