I have an amd a8-7600 in my desktop, base clock i think is 3.00ghz, boost is 3.8ghz, it usually does boost to that, but i can get it down to 3.1ghz if i get it hot enough
Also my Celeron n3350 mini pc adjusts clock speed depending on cpu utilization, so I've seen it drop down to 0.98ghz when idle

In theory b650 can have 3x gen4 nvme (1cpu 2 chipset) and a gpu at 16x (cpu). However most boards don’t actually support that. As you have other things such as SATA using lanes, so it can reduce functionality of that or limit to say 2nvme from the chipset
