Sounds normal. When you have a question like this about temperature, ask yourself this. Ok, temp is high, what is my CPU doing that might be the cause? Then look at both usage and package power in combination with the processes running in task manager and you've answered your own question.

Got a pretty lengthy question rq, So I've just installed a new GPU and CPU, and when first booting up is asked if I wanted to do something to do with f'...' I can't remember, I just pressed yes which changed some voltages or something, not actually sure what to do about the error codes though. First thing im going to do is update all the motherboard drivers and the GPU drivers, then I'll check the bios and reset it to normal. If anyone knows what it might be that'd be much appreciated

there's a reason behind what I am saying. CPUs are made for general tasks, they're jack of all trades. GPUs have specific compute hardware which AI uses. and memory is in a seasonal shortage.

This is completely normal, these aren't errors. If you have a POST code readout which is rare today, its always going to cycle codes during POST.

I have all big 140 and 180mm fans, they don't budge from 40% PWM until the CPU hits 85c which almost never happens. Meaning the fans, all of them, are just sitting at one speed. Its the simplest possible setup. IF we hit 80c, they ramp to 60%, then 100% at 85c (again, never happens)
