generally speaking: ryzen 5 is "one slow-ish CCD", ryzen 7 is "one fast CCD", and ryzen 9 is "two fast CCDs", so there is generally very little difference between 7 and 9 unless you are doing multithreaded stuff that needs >8 cores

unlike AMD, Intel 9s actually clock higher than 7s (usually), but not by much. And IPC is usually the same-ish across all chips from an architecture anyway (there are TONS of factors that do affect IPC though)

Yeah my 9070xt tuning was fine except for when I ran Furmark (GL) at full screen. It would weirdly shut off after a couple minutes but not from overheating. Idk if Radeon thinks it's a power virus and kills the program or something

I managed to repair my PC's file system. Now Windows and Linux are both being booted off halved partitions on the internal SSD, rather than Linux being booted off a half partition from the HDD which kinda messed up the partition table

they target 95C in practically every scenario and will get there unless they run into other limiters like the global frequency limit or voltage limits

CPUs will never thermal throttle unless they are over their max temp, in this case 95C. If you're at 95C on that cooler you musta done something wrong because that thing shouldn't get above 80 unless you forgot thermal paste or something
GPUs do a similar thing, they boost way past their rated boost clocks until they hit some limit, usually power, but now sometimes voltage

Some workloads like shader compilation will only use a small amount of each core's circuitry at a time, so it can boost higher and put more power into those exact circuits. Other workloads like video editing use pretty much the entire CPU core, so it has to downclock to stop it from going over its power limit

Same logic applies to GPUs
the cpu is boosting as hard as it possibly can fathom until it literally thinks its going to crash
it changes clocks and voltages thousands of times a second
this is kind of why overclocking has lost its magic
you forgot the classic "erm ☝️ nvidia says you're not allowed to use this GPU for that, you're getting downclocked"
