If you need help setting up an arch USB, I recommend using Linux Mint or Bazzite instead. Arch is not an easy distro. Use Balena Etcher or Rufus (my preference) to write the image to your usb

If you are deadset on Arch, try CachyOS or EndeavourOS.. Unless you literally want to go through the wiki which fair enough. I'm assuming this isn't the case since you are asking here for step 1

HTPC doesn't need much horse power, it all comes down to the graphics card video decoders mostly. I run a HTPC with a Ivy Bridge ITX system, to which i added an Arc A380 GPU - runs HEVC no problem.

always run into unexpected situations that no guides, threads, videos or anything can explain
