Yes, if we assume 352 bit bus was necessary for yield purposes, then Nvidia is left with the option of 11gb (single side PCB), or 22gb (dual side PCB).
22gb would have been cool, but, would also creep on expensive workstation cards too much.
Also 22gb really wasn't necessary for gaming GPUs in 2018
