1. THE BACKSTORY
   so i was just playing piece fully and i closed my computer and it was fine,next time i tried to open it i saw that win11 booted up fine all the way up to the loading screen and then... nothing windows gave me nothing no screen no nothing just black and my mouse i opened task manager cpu was at 67% usage(no 67 memes please) memory at 1gb out of 8gb i ran explorer.exe still nothing and then took it to a repair shop.

2. THE PROBLEM ARISES
   so i took it to a reputable shop and then he looked at it for a bit and said "yea why the f*** does this system run win11?" and then downgraded it to win 10 but gave us one warning "upgrade this system as fast as possible or you might get hacked win10 just lost updates upgrade it FAST"

3. THE CRAPPY SPECS
   so i have the following specs
   1)cpu-i5 3470
   2)gpu-rx6400
   3)ram-8gig 1333mgz
   4)psu-coolermaster 550w
   5)mobo-mercury nh61nt lga 1155
   6)storage-idk a 500 gig from crutial forgot the exact name
   4)THE QUESTION
   ok i need to upgrade the cpu mobo and ram and the case because its dusty crusty office computer case and so what should i get? im on a 15k rupee's budget i want a system that can do programming and support win11 i prefer amd the rx6400 is amazing and i want to go onto the AM4 platform but i dont know what cpu,mobo and ram i should get

my standard issue with every Pi was the power supply. Because Pi really doesn't like 5.0V USB adapters, they prefer 5.1V ones
