Once you have them, put them on the parts that need them.

Install the cooler. If they make proper contact they're fine. If they don't, stack another layer on top.

I still use many of my older boards for server/NAS duties, but these modern boards provide pretty much just one usable slot. You can't really put let's say a LSI HBA into those bottom two slots
