Minecraft server lag is highly dependent on the size / scope of server you plan to run. If you're just running vanilla (unmodded) or lightly modded (quality of life mods) for 10-15 players (and the players don't go crazy with TNT, Water, or Lava flows), then that laptop with even just 8GB RAM would do fine.

You may run into lag spikes as soon as you want to run larger modpacks, experiment with TNT / water / lava, or expect 15+ players all trying to explore / generate 15 different areas of the map at once. Speaking from experience as someone who uses CubeCoders AMP running on Debian on an HP ProDesk G1 Mini PC with this i5 processor.

Yeah if you want to you can. I found the lag spikes to be very minimal when I had up to 10 people on my lightly modded server with only 6GB RAM allocated. We didn't use mods to preload - instead, we just communicated over Discord "Hey, I'm using in-game flight to explore this area of the map, so um, everyone please don't do things that require accurate timing for the next 5 minutes, thanks!"

Our lag largely stemmed from the dimensional mods we were using. Can't remember the exact one, but we had a "Deep Dark" dungeon-like mod and some kind of magic realm dimensional mod too.

Yes. No. Maybe. It's classified. If someone says something, ALWAYS verify what they claim. People are often mistaken, or use shorthand that only makes sense if you already have pre-existing knowledge. Technically, "mini" is part of the official naming convention, but many, many manufacturers / people drop the "mini" because <reasons>.

OK so I have an old computer (3600x and a 2070 founders edition (or maybe a 1 slot 1060 3Gb that idk I think works if I need something even shorter and smaller) and 16gb ram (or 32 if I get 4 ram slots and mix and mach kits) and the stock cooler and a normal size PSU.)

I have tried my best to stuff more hard drives in here but despite my best efforts with buying brackets and looking at 3D prints I have been unable to stuff more then 2 hard drives in here and so am just saying f it and am probably going to build some small form factor NAS build for real.

How much more would it cost to slim down the computer? Would I even be able to sell the motherboard and or PSU on eBay or other platform to recoup any cost and is it a good idea to mix ram kits if I somehow find a way to get 2 more slots?

No A plus was so easy my mom told me to watch the videos on udemy and buy the course I didn't even take notes after a while because I knew it all. I just had to show her I took the course because the test is expensive. Passed part 1 with flying colors. Part 2 though I failed by 1 question and retook 3 days later changed my answer to one of the interactive ones and passed by a few multiple choice questions worth if points I think (idk exactly I just know on one of the interactive questions I changed an answer and that was exactly the reason I didn't fail that time).

Aside from not always fast charging devices that it should fast charge (USB PD is a non-standards compliant standard, because screw you, consumers!), they've been decent.

All I mean by the above is that they should output 65w to compatible devices, but if for some reason the USB PC negotiation is wonky between the charger and device, you might only get 45w, 30w, or 15/20w from it. Also depends on how the device being charged handles its own battery management, of course.
