Depends on how much you undervolt. To match the power draw of a 9800X3D. A 14900k needs to downclock to about 5.0-5.1 ghz with e cores disabled.

That is why i said either try the integrated graphics (but the board only has VGA connector) or the old card you had before. But imo the card is just incompatible with your old board

Almost never. Even power supply warranties don't usually cover damage to components caused by the power supply. That said, many PSU manufacturers will cover damaged components as a good faith / PR gesture.
