Yeah, you can do either one

try booting from the drive in the new machine. 9 times out of 10 it is going to boot. The likelyhood of issues is low because Windows will install the basic chipset driver set for the new chipset. The only time I have ever had problems is switching CPU vendors... even then I don't have issues most of the time.

Framework has a new PCIE x8 interface with interchangable GPUs.
They even got NVidia onboard to support it for now

tbh, the only way to ensure it does that is to set it as either a schedualed task or to have it set in the group editor so it automatically clears it upon shutdown or restarts
