The same reason why non-F intel cpus existed.
Not every workstation needs GPU. And sometimes you just want to have a backup display output if something happens with your gpu (you gonna sell/lend/repair it).
And also modern GPUs usually doesn't have Type-C outputs since 2000 RTX series. For example I have pen tablet that connects with thunderbolt or usb4. It usually on mobo and video output works only if you have igpu
