1. TPM is a secure storage for encryption keys and actions to be peformed with such keys
2. Bitlocker (if used) prefers to use TPM
3. fTPM is the name for firmware TPM, that is TPM built in the CPU firmware
4. if you swap CPU, upgrade BIOS etc, then the contents of that TPM storage are lost
5. this message is a question if after doing that CPU swap you want to clear that TPM storage (because the keys can't be used with new CPU) or not (but to use those keys you have to put back the previous CPU).
6. with Bitlocker enabled, you could still use a webpage from microsoft, which if your OS was paired with Microsoft account will give you a recovery key to decrypt that hard drive. If you didn't use Bitlocker, you can just safely press Y.

Considering this is a new build, just press Y. The other option makes sense if you want to return to previous CPU, otherwise you always press Y and the use Microsoft page to decrypt the bitlocker partition
