The first PC I owned whan I was a kid in 1999 or 2000 or so was a HP machine with a Pentium 3 CPU and Matrox G200 GPU. I remember even back then, they used cases which only took certain non-ATX sized power supplies. that was a major issue with that machine, i simply couldn't upgrade the power supply unless I re-cased the whole machine. I don't know if they carried on practices like that later on though

Depends on what kind of Windows license you purchased. Retail licenses tied to a Microsoft account are transferable. OEM licenses are only good for the first machine they're activated on.

You must install the I/O Shield before the motherboard. It's not "your computer will explode" important, but it helps with airflow / dust, so I would recommend removing your motherboard to install the I/O shield...
