what cpu do you have? you could purposefully cap your fps at like 60fps and if it stutters like that it's some hardware or software problem

if you arnt planning to use the peripherals in the future sure I guess, but peripherals are very preference based and they might not like your mouse or keyboard.
I use a keychron q2 but with a logitech g402 (2013 mouse) as I just havent found a better mouse which I like

Do you have a controller connected?
Make sure you have the steam overlay turned on that makes GTA IV stutter being off.
If you are using a controller make sure you have the driver installed.

yeah you need the chipset drivers for AMD, make sure you don't install the gpu driver by accident like I did https://www.amd.com/en/support/download/drivers.html
