Modern CPU's can't damage themselves with a feature like PBO. If they get too hot, they downclock (throttle) to keep things safe, but you lose performance. PBO's goal is to increase clocks and power given the thermal headroom available. If you have no thermal headroom available (stock cooler), you're wasting your time. You can undervolt with Curve Optimizer (CO) which is enabled from within the PBO menu and there are countless Youtube videos showing how this is done for Ryzen 5000 (Ryzen 5000 + Curve Optimizer is a simple youtube prompt).

although i am not sure if it would even be possible on the rtx 2000 series since they had some pisspoor fp32 performance at least when compared to rtx 3000 series and higher
