My main issue is when I change resolution ina game, or do anything display related my PC hangs for 30-60 seconds and when it does come back, my mouse lags and it continuously beeps for 10 seconds before returning to normal Operation

I dont particularly care about efficiency, and tbh with the whole 4000 and 5000 series, i think that flipped. Especially if you undervolt the amd and then either powerlimit a bit or underclock by 200mhz, or both- my 6700xt under full bore uses about 140W instead of 185W and i lost like 5fps from 90 to 85

But rpm also has a matter in it, smr vs cmr is mostly a write latency afaik, but more rpm usually means better sequencial speed and often decreased seeking time aswell and thus better random read/writes, no?

Ofcourse nothing will make a massive difference, they are still hdds, but a 2200rpm cmr drive will be slower than a 15000rpm smr

Well smr is only slower on write afaik, so data access isnt really any different, but either way, 2k vs 15k will make the difference lol. ofc a 15k cmr will be faster than a 15k smr tho

Most games i hit 80-144fps, at ultra settings (gpu limited) and about 180fps at any lower settings and then im cpu limited, more often than not due to bad code the game is only hammering 1-3 cores..
Games like fortnite though somehow manage to 99% my cpu at 50fps and I don't get it. It used to run at 30% useage lol

Not really a matter of GPU things, more of a "FPS wise" thing

Turn down your graphics settings in the game that stutters the most and unlock fps, and see if it gets a huge boost of fps

If not, then your cpu is already hitting the limit in that game

Mostly, ram is another factor. The cpu needs a friend to write down what it does so it doesn’t forget it, it can go downstairs to its friend the SSD which will take an eternity or it can talk to the ram

Ok so your CPUs memory controller makes request to the memory (RAM) theres a latency (delay) between the controllers request for the data and the time that data is made available

The higher speed your ram is, the higher latency you need for it to be stable

You set your latency, its a setting in the BIOS that you can change (im strictly speaking about RAM here, its not the same as latency for an internet connection for example)

The latency is measured in clock cycles, thats a whole other thing

Generally, your computer automatically sets stable values for every little thing so it can run stable

But, you can usually go into your computers BIOS and mess around with these values to overclock and get more performance out of stuff
